Singapore’s Vaccinated Travel Framework is underway: 5 things to know
Among the key points to note, eligible travelers arriving by air or sea are still Take a pre-departure test within two days of departure for Singapore.
The Ministry of Health (MOH) has released more information on the VTF following an earlier announcement that all fully vaccinated travellers can enter Singapore’s Vaccination Travel Framework (VTF) from 31 March 2022 (2359 hours). If you’re keen on using VTF, we’ve put together five main ones for your attention.
1. Qualifications
The following groups will be eligible for the framework:
- Travellers 12 years and younger, with or without vaccinations;
- Passengers who have received a full regimen of World Health Organization Emergency Use List (WHO EUL) vaccines at least 14 days prior to arrival in Singapore and have reached the minimum dose interval.
“This is because the WHO EUL vaccination guidelines are the most widely accepted global definition of comprehensive vaccination, and it is appropriate that Singapore’s entry requirements meet this definition. It will facilitate Singaporeans entering and leaving Singapore and foreigners visiting Singapore,” the MOH said.
It is important to note that eligible travelers arriving by air or sea are still Take a Pre-Departure Test (PDT) within two days before departure to Singapore. However, they are not subject to arrival tests or stay-at-home notices.
2. Vaccinations and boosters for travelers
Incoming travellers who have not been vaccinated in Singapore and whose records are not reflected in Singapore’s National Immunisation Registry (NIR) will display their vaccination status in their TraceTogether app Reflected as fully vaccinated for 30 daysused to enter premises subject to Vaccination Differentiated Security Measures (VDS).
To register your status with the NIR, this process can be done at any public health readiness clinic. You must confirm whether the clinic of your choice can facilitate registration before you go with the following documents:
- personal identification document
- Valid vaccination certificate (see Stage 1A for details).
if their stay in Singapore for more than 30 daysthey will need to have their vaccination records included in the NIR and may need to receive additional doses to continue meeting Singapore’s vaccination requirements.
For clarity, the rules described in the preceding paragraph do not apply to travelers 12 years of age and younger. All children 12 years of age and younger can enter an environment where VDS is administered, regardless of their vaccination status.
Currently, short-term travellers are not eligible to receive vaccinations under the Singapore National Vaccination Programme. From mid-April, the Ministry of Health will enable such travelers to receive COVID-19 vaccines and boosters for a fee. More details, including pricing and a list of participating healthcare providers, will be provided at a later date.
3. Documents prepared before departure
This The first type of document to prepare is the vaccination document. For those with a recognised Digital Verifiable Vaccination Certificate (DVC), they can use the Vaccination Check Portal (VCP) to confirm that their DVC is recognised by the Singaporean authorities. If the verification is successful, they will receive a vaccination acceptance letter for boarding and immigration checks. For those who do not have a recognized DVC or who have difficulty verifying their DVC, please prepare a vaccination certificate (including the certificate on the vaccination app) in English, or a notarized English translation with the following details:
- Name (for each travel document used for entry),
- at least one other personal identifier, such as date of birth or passport number (for each travel document used for entry),
- country of vaccination,
- the name of the vaccine used, i.e. different names for different vaccine types,
- Vaccination date.

Passengers in all entry categories must ensure that their passports are valid for at least six months. Entry to non-citizens or permanent residents may be denied if required documents are not presented before boarding or during immigration clearance.
This third file What is required is a completed SG Arrival Card (SGAC) with an electronic health declaration, which must be completed within three days prior to arrival. After completing the declaration, travelers will receive an email confirmation that can be used for smoother pre-boarding and immigration procedures.

4. Pre-Departure Test (PDT)
The following passengers do not need PDT:
- Entering Singapore by land (i.e. people from Malaysia); or
- They have tested positive for COVID-19 within 7 to 90 days before departure to Singapore, in which case they must use this tool to check if they are exempt from PDT, as well as the documents needed to prove recovery.
For all travelers arriving by air/sea and born before 2020 (i.e. two years and older), they must be tested for any of the following COVID-19 tests within two days prior to departure:
Request a non-handwritten PDT report in English (or with a notarized English translation) containing the following details:
- Passenger’s name, date of birth or passport number (based on the passport used to travel to Singapore); and
- Reflect the date and results of the COVID-19 test.
5. What to do if you catch COVID-19 while in Singapore
Any traveler who tests positive for COVID-19 during their stay must follow the recovery protocols detailed here and summarized below. Those who are assessed as unfit to recover at home or in place may be transferred to an appropriate COVID-19 care facility. Hotel occupant tests positive*
*(includes Stay Home Notice (SHN) – Dedicated Facility (SDF) and non-SDF hotels, and other managed residences such as serviced apartments)
Most groups of travellers (including tourists, Singaporeans and permanent residents) are responsible for all costs related to COVID-19 treatment and recovery, and if they test positive, they will need to make the necessary arrangements for self-isolation, including self-financed accommodation. In accordance with the Ministry of Health (MOH) health protocols, travellers can leave Singapore after they have recovered and been officially released from isolation and/or have tested negative for COVID-19.
For those who feel sick
If you experience discomfort while serving SHN, please follow the instructions in the notice sent to you, including:
- If you test negative for COVID-19 and are not listed on a recovery agreement after a medical consultation, you should continue to serve the remainder of your SHN term.
- If you test positive for COVID-19 and is placed in a recovery agreement, you do not need to undergo further testing. Instead, you should follow the protocol for recovery procedures assigned to you by your healthcare provider. If you receive a text message from the Ministry of Health after testing positive, you should also follow all the instructions in the text message.
- After discharge You are not subject to further testing/SHN obligations under the relevant recovery agreement.
- If you have not taken any border health measures If you feel unwell, please take private transport to the clinic immediately for medical advice, or dial 995 for emergency transport to a medical facility.
If you are feeling well but test positive for COVID-19
In this case, you should get medical advice even if you feel well if you:
- Individuals 70 years of age and older,
- children under one year of age,
- Children under 12 who have any of the following conditions:
- Congenital or chronic disease affecting the heart, lungs, brain, nerves or muscles
- diabetes or high blood pressure
- pregnant,
- I have had an organ transplant before.
- have any medical condition or are taking medications that weaken the immune system,
- have been previously diagnosed with cancer (including blood cancer),
- During dialysis,
- have been diagnosed with HIV or AIDS,
- Have a medical condition affecting the heart, lungs, kidneys, liver or brain within the past six months requiring hospitalization,
If you do not fall into any of the above categories, for the first 72 hours, please isolate in your hotel or residential accommodation and follow these instructions. After exiting the 72-hour quarantine, you are not subject to further testing/SHN obligations.

Self-administered ART kits can be purchased online or from pharmacies and pharmacies across Singapore. Hotels may also bring self-administered ART kits for purchase. If you are still serving SHN or have tested positive for COVID-19 and are in isolation, you should purchase your ART kit through the contactless method.
