Philippines Entry Requirements for Vaccinated Foreign Tourists + Tips

It first closed its borders in March 2020; then, in December 2021, plans to reopen the Philippines’ international borders were delayed due to a global surge in Omicron variants.

In many ways, the long-awaited reopening of Philippine borders to international travelers is seen as a beacon and a springboard for the country’s economic recovery. The Philippine tourism sector is confidently ready to welcome foreigners back and ensure their safety in their local destinations.

Among these measures to ensure the safety of international tourists, the World Travel and Tourism Council (WTTC) has awarded the Philippine Department of Tourism (DOT) the SafeTravels stamp. SafeTravels Stamp accredits countries by evaluating the “Global Standardization Protocol for Health and Hygiene” implemented during the COVID-19 pandemic.

“While this will be the first time the Philippines has opened its doors to foreign leisure tourists since the pandemic began, the tourism industry has been preparing for this development for nearly two years. Tourism workers have been vaccinated and adhered to health and wellness at each destination. and safety protocols remain the top priority,” Tourism Secretary Bernadette Romulo-Puyat said in a statement issued by the Philippine News Agency.

In the Philippines, the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases oversees the management and response to COVID-19. It has currently suspended Green, Yellow and Red List classifications of inbound tourism to help kick-start the tourism recovery plan; however, the IATF requires all foreign visitors aged 18 and over to be fully vaccinated before entering the country.

Unvaccinated individuals and those with incomplete travel documents will not be allowed to enter the Philippines.

Whether for business or pleasure, the travel requirements to enter the Philippines are:

  • Valid visa (if not from a country of origin that does not require a visa; see list here)
  • Passport valid for at least six months
  • Airfare to and from the country of origin or outbound airfare to the next country of destination
  • Proof of full vaccination against COVID-19 (WHO International Certificate of Vaccination and Prevention; VaxCertPH; or National Digital Certificate from the government of the country of origin that accepts VaxCertPH as proof of vaccination)
  • RT-PCR test 48 hours before departure was negative.
