■Background

According to the announcement of the Ministry of Land, Infrastructure, Transport and Tourism in January 2023, the number of airport ground staff has decreased by 10% to 20%*1 since the COVID-19 crisis, and the shortage of human resources in the aviation industry is becoming increasingly severe. On the other hand, the increase in the number of airport users due to the relaxation and termination of border measures is also noticeable. As of March 2023, the number of air passengers at Narita International Airport is 2.67 million, an increase of approximately 3.1 times compared to the same month last year. , has recovered to about 70%*2. Under such circumstances, securing human resources in the aviation industry has become an urgent issue in order to meet domestic and foreign passenger and inbound demands.

As one of the solutions, the demand for the “Specified Skilled Skills” status of residence, which began in April 2019, has rapidly increased in the aviation field. As of December 2022, the number of foreigners who hold this status of residence to work in Japan is about 3.4. Doubled (compared to March 2022). On the other hand, as of December 2022, there are only 167 foreign workers with this status of residence*3, and further training and matching with companies is required.

Therefore, PERSOL Global Workforce is working on solving the shortage of human resources in Japan’s aviation industry and signed a memorandum of understanding. In the future, the three companies will jointly create a system that can provide one-stop services from Indonesian human resources, Japanese/technical training to employment in Japanese companies.

■Overview

According to the MOU, the three companies will be mainly responsible for the following responsibilities. Gapura provides skills training for recruiting talents in Indonesia and obtaining the residence status of specific skills “Aviation Industry”, and KEBUN provides the Japanese language proficiency test N4 level required to acquire specific skills We will educate and dispatch them to Japan. PERSOL Global Workforce will manage and facilitate this ground human resources development and dispatch project, and match (introduce) Indonesian human resources with companies in Japan and the aviation industry. In addition, as a registration support agency, we support the retention of foreign human resources.

Our company, Gapura and KEBUN aim to employ 100 Indonesian workers in Japanese companies by 2024 and 1,000 Indonesian workers cumulatively by the first half of 2027. Through this initiative, PERSOL Global Workforce will help address the human resource shortage in Japan’s aviation industry.
