■ Background of this project
According to the announcement of the Ministry of Agriculture, Forestry and Fisheries, Japan’s “basic agricultural workers” have been decreasing year by year, from about 1.75 million in 2015 to about 1.22 million in 2022. In addition, the average age of farmers is 68.4 years old (as of 2022)*1, and agriculture is a representative industry that is aging in addition to lack of human resources.
To this end, the government started implementing a new status of residence “Specified Skilled Workers” in April 2019. Originally, the government expected a maximum of 36,500 people with specific skills in the agricultural sector by 2024, but due to the impact of the novel coronavirus, the figure was 16,459*2, less than half the expected figure.
On the other hand, the Indonesian Ministry of Agriculture has set the vision of “cultivating excellent agricultural human resources to become the world’s food warehouse by 2045”, recruiting about 1,500 agricultural human resources from 7 technical colleges and 3 vocational training schools every year. In order to realize this vision, there is a problem of improving agricultural technology in Indonesia, and there is a need to develop agricultural human resources with higher skills and diverse experience.
Against this backdrop, PERSOL Global Workforce and the Indonesian Ministry of Agriculture decided to initiate a project to develop and hire agricultural human resources.

■ Outline of this project
Through this program, graduates of Indonesian public agricultural schools come to Japan with the “Specified Skilled Skills” status of residence to work as human resources in the agricultural field. The Agricultural Education Center of the Indonesian Ministry of Agriculture, which is responsible for formulating technical policies and implementing agricultural education, is responsible for selecting schools and students to participate in the project. PERSOL Global Workforce will provide graduates with Japanese language education to obtain the status of residence and acquire the Japanese language necessary to work in Japan in the future. In addition, we will support you from working in Japan (dispatch, recruitment) to gaining a foothold in the workplace and the community.
Graduates of public agricultural schools will come to Japan as foreign human resources with specific skills and agriculture to work under the leadership of Japanese agricultural business operators, aiming to acquire more skills and grow from diverse experiences.
The PERSOL Global Workforce and Agricultural Education Center signed a memorandum of understanding in January 2023 and is already promoting Japanese language education to some students. By 2023, about 300 graduates will come to and work in Japan. In addition, we will continue the project with the goal of having a total of 1,000 agricultural human resources in Japan by FY2026.
Through this project, PERSOL Global Workforce will provide an environment where agricultural human resources can grow in Indonesia, while solving the shortage of human resources in the agricultural field in Japan, contributing to solving the problems of both countries.
