One of the joys of taking a daytime flight is being able to see the beauty of our planet.I really want to return to this kind of daily life as soon as possible

According to previous reports, the Japanese government has introduced a new measure that passengers who have completed three or more vaccinations against the new coronavirus do not need to present a test certificate (PCR test or antigen test) within 72 hours before departure, and apply for start. Midnight (Japan time) on September 7 (related article “Quarantine measures when entering Japan, new regulations from midnight on September 7, no inspection required”).

Arrived at Haneda Airport on the night of September 7th. In order to collect information for the magazine “PC Watch”, he returned to Japan after staying in the United States, Germany, and the United States for a total of 3 times. At this time, I had the opportunity to experience new measures, so I want to tell you about this mode in this article.

After returning to China for quarantine, if you have been vaccinated 3 times, you will be limited to the same level as the United States

From Narita Airport

On September 1st, I’m planning a somewhat tricky week trip from the US to Germany, back into the US, and back to Japan. Because the itinerary of the United States and Germany partially overlapped, I had to fly from the United States to Germany in a hurry.

Before COVID-19, I was doing this kind of itinerary more normally, but since COVID-19, travel conditions have become more severe, so I avoid modifying the itinerary. However, in Europe and the United States, people have shifted to a “with coronavirus” lifestyle, and a new way of not restricting movement is being formed, while continuing to implement measures to fight the coronavirus.

In the United States of first destination, the previous restriction (negative PCR test certificate from the day before departure to boarding) has been lifted, if you are not a US citizen, you have been vaccinated and vaccinated. It is a condition of entry to be able to produce proof. In addition, in Germany, the final destination of this time, even if you do not present a vaccination certificate, you can enter the country.

On the other hand, in Japan, although the antigen test at the time of entry was canceled in June, it is said that unless you carry a “test certificate (PCR test or antigen test)”, you will not be able to board the plane. 72 hours before departure”. Restrictions remain in place (Table 1). And on September 7, due to the relaxation of restrictions, quarantine measures after returning home have also changed. It is now possible to enter Japan under the same restrictions as the United States (Table 2 ). To sum up, the differences between Japan, the United States and Germany are as follows.

(Table 1) Requirements before September 6, 2022
Japan U.S. Germany
proof of vaccination must must
Check within 72 hours before departure must
(Table 2) Requirements after September 7, 2022
Japan U.S. Germany
Proof of vaccinations (3 times) must must
Check within 72 hours before departure

However, this rule is a requirement for the entry of Japanese nationals. Regarding the entry of non-Japanese nationals, non-tourist individual tourists (even countries that were exempt from visas before the new crown) are not allowed to enter. Even if they are tourists, the daily limit of tourists is still 50,000. .I hope that these restrictions will be lifted as soon as possible in order to revive the tourism industry and also travel into the country”).

Digitally register the necessary documents before boarding a plane in the United States.Masks vary by state

As I said earlier, this time I went to two western countries (the United States and Germany), so I would like to explain the entry process and the local atmosphere I felt at that time. Note that this is just my personal experience and may vary by region.

Lives in Austin, Texas, USA

First in the US, this time I lived in Austin, TX and around LAX, CA. I entered the US twice in one week, first on a JAL flight and then on a KLM flight with a Delta flight number.

The former (one world alliance airlines) has a service called “VeriFLY” and the latter (Sky Team airlines) has a service or app called “FlyReady”. to prove to the U.S. government that they are in the U.S.), immigrants’ contact information and vaccination certificates can be registered and submitted digitally.

This is easy to understand if you consider that each airline alliance has prepared the equivalent of the Japanese government’s “MySOS” and “Fast Track” for returnees. If you have completed the electronic declaration of documents and oaths with such a “VeriFLY” or “FlyReady”, you can board the plane without any problems. Note that you will not be able to board the plane if you do not complete it (you will need to undergo a document check at the airport if you do not complete it).

This is the only restriction on entering the US, the rest is the same as normal entry. Those without a valid visa must obtain an ESTA prior to travel and enter the country under the Visa Waiver Program. This is the process of answering questions familiar to immigration officials, such as “What is your purpose for coming to the United States?”

By the way, in Texas, you rarely see people wearing masks on the street, and they are not required to wear masks at the airport. It seems that no one is worried about corona anymore. However, there are some regional differences, in California, masks are mandatory in airports and inside buildings, I feel that people are a little bit more sensitive to corona than in Texas.

In Europe, conditions vary by transit station.Print the necessary documents in advance

Next, the author moved from the United States to Germany. When I boarded that flight, it was pointed out that I did not have the necessary documents to enter the Netherlands and I was almost denied boarding.

This is because, although Germany is the final destination this time, the entry into Europe will take place at Amsterdam Airport in the Netherlands as a transit point, so the entry conditions of the Netherlands will apply. According to the airline, one of the required documents was missing.

New York to Amsterdam

Most EU member states and Switzerland have signed an agreement known as the Schengen Agreement, which removes immigration checks at borders and allows them to travel without passports in each country. The advantage is that you can revive the cross-border movement of people and goods, for example, working for a German company, living in Switzerland, and commuting to and from Germany every day.

So even if you are a passenger from a non-Schengen country, once you are in the country you can move freely between member states. That feeling, once in the US, you can move to any state. In this case, the process would be to enter the Netherlands at Amsterdam Airport and then take a domestic flight to Germany.

Therefore, even if the final destination is Germany, the conditions stipulated by the Dutch government are required at the time of entry. Germany does not require vaccination certificates and negative PCR test certificates, but in the Netherlands, vaccination certificates and “sworn certificates” are required to download and print from the Dutch government website (I am vaccinated. It is said that it is necessary to show a sworn to the airline document.

Regarding the vaccination certificate, I had already printed out the JPG file (described later) that can be issued by Japan’s “New Crown Vaccination Certification App” and carried it with me, so I was able to get it, but the affidavit was not printed out. , to be honest, I’m quite distressed (because I don’t see many facilities in US airports where you can easily print like Japanese convenience stores).

But the flight that was supposed to be connected that day was delayed, and the flight was connected to the next morning’s flight, so I printed it out at the hotel near the airport where I stayed that night (however my document was created in this way, I had to check in , but I was not asked to show it when I entered the Netherlands).

In order to avoid such troubles, when traveling to Schengen member countries, don’t forget that there will be entry conditions at the transit station, I think this is very important.

Depending on the airline, electronic documents are not allowed, and there are many places that require paper documents, so I recommend you print them out and bring them in paper form for emergencies.

Berlin Central Station (Berlin Hauptbahnhof). Impressively, many people removed their masks as soon as they got out of the car.

Currywurst is a staple of Berlin cuisine. “Curry36” is a famous curry sausage chain store in Germany.

On the streets of Germany, as in the United States, I rarely see people wearing masks, and even when I see how to maintain social distance, I don’t seem to care much.

The only time you are required to wear a mask is when you take a train in downtown Berlin (S-Bahn for urban rail transit, Yamanote Line and Keihin Tohoku Line for Japan, and U-Bahn for urban subway). It is temporarily mandatory to wear masks that meet the European safety standard FFP2, but as far as I know, the wearing rate is only about half.

I went to Germany to cover an exhibition called “IFA”. Even at the venue, masks are not required, and I feel like social distancing and dealing with coronavirus is a thing of the past, except for the railroads.

For detailed reports on the exhibition, please refer to related articles on PC Watch (September 2-7) IFA 2022.

Report on the “IFA” exhibition held in Germany. The venue has returned to its former hustle and bustle.

On the fast track, even if you have not registered for “Certificate of inspection within 72 hours before departure”, it will be displayed in blue

Note that even if there is no registration inspection certificate within 72 hours before departure, it is still “blue”.

So I went to the United States from Germany (I chose this route because the air ticket is divided into Japan-US round-trip and European round-trip). After staying in a hotel near Los Angeles Airport for a day, he left the United States on September 6 and returned to Japan on a flight to Japan on the evening of September 7.

A few days before departure, I signed up for “Fast Track” on the “MySOS app” that is necessary for returning home. There are four ways to register for Fast Track:

〈1〉Question ticket WEB
〈2〉Affidavit
<3>proof of vaccination
<4> Inspection certificate within 72 hours before departure

exist<1>Enter your information (passport number, flight number, seat), etc.exist<2>, I agree to abide by the guidelines established by the Japanese government to prevent the spread of infection. Fill in the content according to the screen prompts, select “Agree”, etc.

Open the overseas certificate from the “New Crown Vaccination Certificate App” officially provided by the Japanese government (see details). At the bottom there is a button that says “Save this certificate as an image”. When you press this button, it will be saved in terminal (iPhone’s photo library)

<3>Used to upload proof of vaccination. If you have a paper certificate, you can take a photo with your smartphone camera, but you can only get it on the screen of the official Japanese government “COVID-19 Vaccination Certificate App” (pre-registration required). If you don’t have it, you can send it Download as certificate image data (JPEG file format) and upload to Fast Track.

As far as I know, this is the smartest way to upload certificates, so if you ever get the chance to go abroad, give it a try.

Colors of “MySOS App” and “Fast Track” before midnight (Japan time) on September 7. The test certificate is not registered within 72 hours before departure, so it is “yellow”.

Previously, uploading<4>“Verify the certificate within 72 hours of departure” or take a photo of the paper certificate and upload it, but due to the relaxation of quarantine measures, this is no longer required. It’s done.

Since the new rules will apply from entering Japan at midnight (Japan time) on September 7, it appears the system was switched after that time. As a result, my “MySOS” and “Fast Track” have been “yellow” until after midnight, that is, “the end of the vaccination certificate”. Checked again after midnight, reloaded, it was in “blue” and it said “Ready for Entry Quarantine”. From now on, if you have registered for proof of vaccination with three or more doses, you will be able to get a “blue” without a negative test before returning home.

After that, as long as I showed it to the airline staff at check-in, I was able to board the plane without a problem. This time I was asked for “fast track” so I might need some way of securing internet access from my smartphone at the airport.

Although there is a slight time difference, after 0:00 am on September 7th, Japan time (8:00 am on September 6th, US time), the “certificate of inspection within 72 hours before departure” that has not been registered will be displayed in bright blue like this.

8 hours in January and 1.5 hours in March will be reduced to just 10 minutes on 7 September 2022

The blue card I got when I got off the plane. You can get a piece of paper that says “MySOS” is “blue”

The flight I took arrived at Haneda Airport around 17:30. After landing, it was announced to wait, and everyone waited in their seats. About five minutes later, there was an announcement that “passengers entering Japan can get off the bus.” Of course, the author who came back from Japan can also get off here.

After arriving at the boarding gate through the boarding bridge, the officer is issuing the blue card. This is a card that you can get when it shows “MySOS” as “Blue”, is the point that separates the blue from the others (yellow and red) and needs to be lined up in the blue..

Hold the card and come to the gate of the border inspection area, and line up in front of the temporary quarantine booth set up. When I returned from overseas in June, I was forced to go through endless quarantine procedures, but not this time, the time was greatly reduced to an hour and a half! “).

When I got there, the other flights had already been processed so I could get in right away with a row of people on the same flight. I did two things. One is to hand over the passport to the person in charge, and the other is to let readers read the “QR code” displayed on the fast track.

loading

You will get two: “Please show this form to the immigration officer” and a “Health Card”. Of course, quarantine, entry-exit, and customs are all forbidden to take pictures, so this photo was taken after exiting customs and arriving at the arrival hall.

Immediately afterwards, the confirmation was completed and two documents were received. One of the documents is a blue piece of paper that says: “Please show to the immigration inspector.” The other is a health card (a piece of paper with the Ministry of Health, Labor and Welfare written on it). This is a document passed at entry since corona.

Show those two cards to the person in charge at the boarding gate, and you can enter the country through the familiar face recognition boarding gate at Haneda Airport. This time there was no checked luggage, so I went directly to the customs declaration channel. Hold the pre-filled QR code for customs declaration on the “Customs APP”. If there is no problem, the customs inspection will be completed. We arrived at the airport arrival hall on a sunny day.

It takes about 10 minutes from getting off the plane to the arrival hall, and about 15 minutes from the time the plane lands. Of course, there are no flights arriving at the same time, so I think it’s a great thing that we don’t have to wait in line for quarantine, immigration or customs.

Even so, when I returned from overseas in January, it took me 8 hours to get to the quarantine center, and when I returned in March, shortly after the quarantine was lifted, it took me another 1.5 hours to get to the quarantine center. Antigen testing done. With this in mind, it can be said that the deregulation that began on September 7 has overwhelmingly shortened the time for the Japan-US immigration situation”).

The threshold for returning home has been greatly reduced

Although it is a condition to complete the three effective vaccinations stipulated by the government, it can be said that there is no need to show the “test certificate within 72 hours before departure”, which suddenly lowered the threshold for returning to China.

In order to get this test certificate, the cost ranges from 100 US dollars (about 14,000 yen) to hundreds of dollars (tens of thousands of yen), and it is necessary to travel to a distant clinic for testing, which undoubtedly saves time and effort. Make it easier for Japanese to return home after going abroad.

While travel to areas such as China, Taiwan, and Hong Kong that still require quarantine upon entry remains difficult, a growing number of countries, such as Europe, the United States, and Southeast Asia, have lifted existing restrictions. limit. It seems that we are getting close to the stage where we can make concrete travel plans, such as traveling abroad at the end of the year or holding face-to-face meetings with overseas business partners.
